Simplest Notification and Commitment Based Approval Procedures Implemented Innovatively in Tianjin Port Free Trade Zone

¡¡¡¡A few days ago, the approval bureau of Tianjin Port Free Trade Zone, together with the urban environment bureau, launched the Implementation Measures for the Notification and Commitment System of Environmental Impact Assessment in Tianjin Port Free Trade Zone (for Trial Implementation). According to these measures, the approval procedures can be simplified to the greatest extent based on the ¡°standard set by government + commitment made by enterprise¡±, fulfillment of the commitment by the enterprise will be ensured through ¡°enhanced in-process and subsequent regulation + incentive/punishing measures for enterprises of good/bad faith¡±, and ¡°zero approval¡± management characterized by ¡°government sets standards and strengthens regulation while enterprises makes and fulfills commitments¡± can be achieved. This is innovative in the whole country. In detail, enterprises make written commitments to satisfy relevant requirements, and such commitments are regarded as completion of the environmental impact assessment procedures, without the need for report preparation by a third party, handling application procedures, waiting for public notification, and obtaining EIA approval. After that, the enterprises simply need to build environmental facilities and implement appropriate management measures according to their commitments. After such reform, enterprises may complete the approval process in one action, so that the financial costs and time costs can be greatly saved. In the next step, the approval bureau will gradually extend the notification and commitment system to other approval matters so as to simplify the administrative procedures for enterprises and build top-grade commercial environment.
