Office of Lingang Area of Tianjin Port Free Trade Zone, SAT Makes Great Efforts to Optimize Business Environment

ĦĦĦĦIn order to comprehensively implement the disposition of the state council on continuous promotion of reform in power delegation, administration and service, Office of Lingang Area of Tianjin Port Free Trade Zone, SAT made efforts these days to promote the function transformation of the SAT office from Ħ°administration orientedĦħ to Ħ°service orientedĦħ, so that the business environment was continuously optimized and the satisfaction of tax payers was further heightened.

ĦĦĦĦInnovating in competition environment and carrying out Ħ°Internet + taxationĦħ

ĦĦĦĦĦ°Due to the good conditions in asset status, credit level in tax payment, and internal control, we enjoy several convenient services provided by tax authorities,Ħħ Peng Wencheng, general manager of BOMESC Offshore Engineering Company Limited, told the reporter. For example, in the past it took a long period for this enterprise to handle export rebate, but after this enterprise was recognized by SAT office as a Class I enterprise in export rebate, now it can enjoy Ħ°rebate before examinationĦħ services and the procedure handling duration is shortened to 5 days.

ĦĦĦĦIt is learned that, on February 1 this year, Lingang Area Office, SAT formally launched an export rebate comprehensive service platform, and the tax payers can handle export rebate procedures in their own premises. Ħ°After submitting an application for export rebate, we can clearly know the current progress in handling of export rebate procedures,Ħħ Ms. Huang, accountant of Tianjin Kelin Bicycle, gave good comments on this platform. She said that this platform not only saved the time required to go to taxation offices, but also effectively lowered taxation risks.

ĦĦĦĦAs introduced by an officer of Lingang Area Office, SAT, the export rebate comprehensive service platform provides some Ħ°housekeeper typeĦħ services such as information inquiry, notification and reminding, and document issuance by enterprises themselves. It is opened to export enterprises on a 24h and free basis, and export enterprises can log on this platform at any time and in any place to view rebate information.

ĦĦĦĦInnovating in service and broadening self-service taxation procedure handling channels

ĦĦĦĦOn March 17, Accountant Wang of a trade company in Zhongtang Town, Binhai New Area, went to an outlet of TRC Bank near her residence with some VAT invoices. In that outlet there is a self-service taxation terminal set by SAT office, and accountants can handle taxation procedures even on weekends. As introduced by Accountant Wang, a piece of VAT invoice can be verified in about 10 seconds after placing it into the terminal according to instructions, and she completed verification of all invoices within 1 minute simply by repeating these steps.

ĦĦĦĦSince the two self-service taxation terminals set by Lingang Area Office, SAT were put into use in November 2017, they have accumulatively verified more than 1,300 invoices for tax payers. In the next step, Lingang Area Office, SAT will, based on the demands of tax payers, broaden the coverage of such service and increase the quantity of such terminals in some appropriate areas, and gradually include all taxation procedures such as invoice issuance, invoice distribution and 24h self-service taxation procedure handling into the coverage of the self service.

ĦĦĦĦInnovating in concept and promoting classification based management

ĦĦĦĦAt present, Lingang Area Office, SAT takes risk management as guidance, relies on modern information technologies, explores speciality division and teamed management, strengthens construction of in-process and post supervision mechanism and system, gradually transforms from Ħ°tax payer oriented managementĦħ to Ħ°affair oriented managementĦħ, and effectively improves the efficiency in tax collection and management.

ĦĦĦĦLi Chengjun, a transport company runner, has deep impression on the classification based management of this office. Ħ°I run several transport companies. In the past, I often had to communicate with different taxation officers, resulting in a waste of time and energy. After implementation of the classification based management, all companies in transport industry are managed by one management team in one taxation office,Ħħ Li Chengjun told the reporter. This leads to more reasonable configuration of personnel, higher service level, more convenient communication, and easy solution of many problems.
